(UK) So who amongst us is really responsible for looking after the elderly?

Is it the carers being asked to work sixty hours a week on basic wage who are told that 'traveling' between patients is not counted as part of their working day? Is it the children of gradually de-generating parents who now live in Australia or Spain in order to nurture a growing young family? Is it the so called 'care homes' that are in fact mostly owned by individuals who are simply looking to make a profit for their business ... and one thing is for sure ... they have no shortage of customers. Or is the government who have a responsibility to the nation they lead to provide security of all utility services, health care systems and final care nursing homes?
